No I don't think so... The setup directory is called dummy. I don't believe this violates any of the rules for directories for NT, win 9x or win 3x or even DOS.
BTW, how did you find the right KB article? I went and did a search on the error and all that was returned for the first 3 pages was stuff abour visual source safe. I explicitly told it that I weas looking for a VFP error with this text... (quite annoying actually..)
