The correct way is to locate the directory using the Wscript.SpecialFolders collection:

oShell = CREATEOBJ('Wscript.Shell')
cQuickLaunchDir = oShell.SpecialFolders('AppData') + '\microsoft\internet explorer\quick launch\'

It's going to be increasingly important to rely on the SpecialFolders and CSLIDs to figure out where things live with NT, Win2K and networking.
