I've ran many apps on machines that did not have the VFP run-time installed, but rather the dlls were sitting in the same directory as the exe, without any problems.

Copying files is not an adquate installation of a VFP application. Your best bet would be to fire an install (maybe a Setup Wizard install) that triggers the desired app as the post-setup executable.
