In my menu I have _mst_help on the menu selection. I have also set help to checkbooks.chm. In order for HTML Help to work, the target system needs the IE runtime and the HTML Help runtime files (which can be installed by Setup Wizard for you.) Make certain you have the updated HTML Help components (they're downloadable, and included with VS SP3.)
