What's happening is the application is failing to open a database and the result of the eval is basically ".cFullName".
That's why you are getting told the command is only valid in a with/endwith expression.

Check your metadbc or registry settings to make sure they point to the right place. I think you might also want to look at Startmm.prg and make sure it's set up correctly.
