There is the possibility that you may not have clicked on the 'Set As Default' button after you set it. I did that when trying to set the temp files directory and couldn't figure out what was wrong. Other than that, I'm stumped, with out putting it in the CONFIG.FPW. But, you shouldn't have to do that.
