For me, this feature is not to look for if something bombs, it's to give the user the chance to back out if he decides he needs to make more changes. Usually, she is trying to quit, and forgot about something that she needs to clean up before closing the app. She shouldn't have to answer "yes" to saving something more than once, after deciding to quit again.
BTW, this is not just Word's behavior, but every MDI app I have ever worked with. My data entry forms behave just like documents-
