A limited version ships with Visual Studio. It is not a part of the VFP6 product, and does not have native support for VFP6 in the version that comes with VS (it's easy to add). You can purchase InstallShield from the vendor (www.installshield.com) or any of a number of vendors like hallogram and ComponentSource.
