It may be a typo on your part - but it should be WindowType=Modal not WindowState.

Try the following :
Create a new project
Create a new form, set WindowType to Modal
Compile this as .exe & run from shortcut or directly

does the window just disappear ?

I've just tried it in VFP 5 & it works for me.
