No need to apologize, Alex. Really there is none. What the functions do is convert from a local time to a UTC time. All Windows file time stamps are in UTC time.

BTW, I'm thinking of posting a file here that will do this. To me, this seems to be a relatively problem that can be easily solved using the API. Do you agree?
