The Local Time is the time corresponding to the geographical position (if the timezone is set correctly). The System Time is the UTC (Universal Coordinated Time), which is the same as Greenwich Mean time (GMT). Obviously, the actual value of the difference depends on the geo location.

You can use the conversion functions to convert the timestamps that you already have in the database, but the conversion must be done on the same computers where the timestamps were recorded. But don't forget about daylight savings time changes... :)

If you want to have the same time for all your locations, the best thing is to use UTC (system time) since it's the same everywhere and it doesn't change with the daylight savings.
