In other words, where does the .EXE look on the local drive to find the runtime files? Do I, somehow, have to indicate a link, and if so, where and how?

The engine relies on registry entries for some parts of it, and also relies on finding components on the Windows search path. In theory at least, the components could reside on the network, as long as the registry pointed to them there in a consistent fashion, and the direcotry were included in the Windows search path. It's better to install the runtime locally.
