If you are doing mostly static stuff then Front Page is sort of OK I guess. I hate the way it put down the code and if you ever start doing ASP stuff you will get hurt with it. VI is great if you don't care about cross browser stuff. It will hose up Netscape browsers in a heart beat if you ever try to use its built in functions. VI thinks MS is the only came in town and only by trying the different DTC's will you findout which ones work and which ones don't with Netscape.
I've started using Adobe's GOLIVE latley and It does IMHO really well for static HTML. I HATE DOING LAYOUT STUFF, so take it for what its worth. It puts code down the way I do if I'm hand coding. Gives me easy access to everything like a good interface should. Has a couple of quirks, but bugs me less that either one of the other two.
