How do you have the footer set up such that it will wrap to another page? The footer is supposed to be a set height and always at the bottom of the page. What are you doing that cuases a varying footer height such that it wraps on some pages but not on others?

Your problem may not be related to the footer at all but rather to something about your page setup adn margins.
