Is this the Setup Wizard within VFP that it can't find? If so, check the entry under Tools/Options, the File Locations Tab, Wizards, and make sure that it points to Wizard.APP in your VFP home directory.

If this error is from a NetSetup disk set created with Setup Wizard, you either need to completely recreate the NetSetup because some of the required files are missing (if all you did was copy the recompiled file into a previously-created install disk set, and aren't sure about the parentage of the previous Setup Wizard install), or you may need to run the NetSetup from a mapped network drive if there are LFNs that contain spaces or multiple "." characters in the UNC path.
