Check the Tools/Options menu point File Locations tab for the Help File and make sure it points to the FOXHELP.CHM (or the MSDN .COL file if you've installed the MSDN Library) and the Use Help File checkbox under the help File Entry (you need to click the Modify button to get at it) is checked. You also need IE installed on your system, but that was true prior to SP3 as well.
