Well, I was actually doing:

lcDBF = DBF()

USE (lcDBF)...

So that part didn't matter. It was the IN 0 that was killing me. It wasn't just FILE() that didn't find it. I did a search of the hard drive and coudln't find it there, either. If I had, I probably would have figured out the IN 0 sooner. I was so busy trying to figure out why the file didn't exist that I over-looked the obvious.
