I never thought about that!
But, have you ever tried to make your application with a 1 form AS TOP LEVEL, and the other become IN TOP LEVEL. At your first form (AS TOP LEVEL) change the property TITLEBAR to 0 (to make it off).
I don't know if it works. Try!
