I set up a default menu and toolbar for navigation (top,previous,next,last) and basic actions like new, modify, save, revert, delete and close form. Each of these choices always applies the active form at the time. I then add menu choices and user optional toolbars (allow user to turn on or off) for each form and report.

As Erik advised, don't forget to use Private DataSessions for opening multiple instances of the same form.
