You need to specify which of the two runtimes is installed; in all probability, it should be VFP6R.DLL unless you need the MTDLL support file, in which case it should be VFP6T.DLL - yet another reason to handle things correctly.

It doesn't necessarily go in the Windows\System directory, although that's the default for Win9x. Setup Wizard installs the runtime in whatever the current WIndows System directory is according to the OS GetSystemDir() API call.

You need to include the runtime files as a part of the setup wizard install, and the system won't update or reregister if the components are already installed and registered and you don't have a later version, even if you misregister them. Without a setup wizard or other setup tool doing a bit of work, there's no uninstall available if you do things by hand, either...yet another reason to ignore the mistaken idea that copying files does an adequate job.

Installing undr Win2K will in all probability end up relying on the Win2K side-by-side DLL and OCX version support, and you'll never be able to copy any file into the OS controlled directories directly.
