I had a similar problem that I tracked down to a conflict with some Symantec products. If you have any Symantec products loaded on your PC (I was using PCanywher32 in Windows 95, VFP3.0) you may need an upgraded symevents.

I'm not sure of the exact spelling on the symevents but it is a driver of some sort that inserts itself between all other programs and any file access. It is active all the time, even when you are not running the Symatec software.

I wrote a test app that I sent to Symantec that amplified the problem. It is some sort of timeing problem and that is why it is intermitent. They eventualy sent me an upgraded symevents that cured the problem. I believe that they have the problem fixed in their current releases of 32bit software. I don't know about 16bit.
