Well Loren, I am at a loss here.

The only time I've seen a noticeably delay with opening a report like you described is when the data environment is heavily loaded with multiple tables/views and relations and a needed index tag gets dropped. But that obviously isn't your case. Sorry I couldn't be more help, maybe somebody else will jump in here with more ideas.
