I find HTML Help much easier to develop. With WinHelp, you need to build RTF documents with all kinds of footnotes. With HTML Help, all you need to know is how to implement hyperlinks. HTML Help is the new standard. However, when the CHM Files get big - these are the HTML Help compiled files, performance can get sluggish.
If I had to choose between the two, I would go for HTML Help...
