At design time...check the value of these properties on your form:
Height
Width

Then set these properties:
MaxHeight and MinHeight the same as what is in Height
MaxWidth and MinWidth the same as what is in Width.

If you do that then the form will not be able to be resized, as the min and max values for the form size are the same.
