I assume your shape has the backstyle property set to transparent is why you can see your optiongroup, but I'll be the reason you can't click it is because it's in the background. To bring it to the forground, open the layout toolbar in your form designer, highlight your optiongroup, and then click the tool called 'bring to front'. This will make your optiongroup accessable, w/ the shape being BEHIND it instead of on top.
