literally, SET CENTURY TO 19 should be the days 1/1/1801 to 12/31/1900,
not 1/1/1900 to 12/31/1999.
I agree, 1-100, not 0-99. But I think what they're referring to is the digits 19, not the actual century name. But yes, it is confusing, given the context of it's use. Maybe there was a better way to state this such as SET CENTURY PREFIX 19, or something like that. Then again, that may only have led to more confusion by making the statement more complex.
