It may be that it's platform-dependent - I have all kinds of ODBC stuff on NT under HKEY_CURRENT_USER\Software\ODBC under NT, and this makes sense. I'd have guessed that it might be OS platform dependent except that the same key hierarchy exists on my Win98 box, too.
