You have to install IE4 to get it; it was not included in the IE5 distribution. If you have previously installed IE4, you should be able to enable Active Desktop, if not, and you already have IE5, you'll need to uninstall IE5, install IE4 with SP2 and Active Desktop, and then install IE5
