Yes, because VFP can't be sure if you're going to reference something using macro expansion or name resolution. Anything in the project not flagged as excluded will be included in the .EXE

Including files in the project does not ensure that they will be installed on a target system directly; for example, putting an .OCX or .DLL in an .EXE doesn't acomplish anything because the system has no way to get at those components.
