Yes; if IE4 was never installed, the Active Desktop components were never installed. The Active Desktop components are only part of IE4. The correct procedure would be:

(1) Uninstall IE5.
(2) Install IE 4/4.01 and apply at least IE4 SP2. I think 4.01 includes SP2
(3) Install IE 5
