If it was all included in VFP, it would bring many _edit* and other functions that even I never used. The policy is, probably, to have candidate functions in it - and it's been this way ever since 2.6 (or 2.5?). Some functions which were in FoxTools.fll (aka FPath.plb in FPD2.6) were moved into VFP proper in 6.0 (namely, the just*() filename manipulation family of functions), while others (my favorite words(), wordnum() and strfilter()) are still hanging on the window sill, waiting to be let in.

If it was all included in VFP, it would also create a reason to end the FoxTools Forever and Dark Beer Club, whose proud member I am :), which would be an immesurable loss for the mankind :)
