Here is a reason I got when I posted an exception: This are generalalities, much more helpful than a hard complex rule.

And its exactly the case, but on another note: the point of those documents to have a discussion saved for edit be everyone, if you've got an arguement to an item on the list, put under that item on the list! Those documents could be a very powerful and informative resource if we figure it out one of these days :-)
