They are NOT the same and never will be. Priamry Key is an issue of relational design, Primary Index is an issue of VFP as a specific product. Just because VFP hose to use the wrong words for a function doesn't make the two terms mean the same thing. One can easily have a fully functional Priamry Key without any primary index in existance.
You need to separate the logical design issues from the physical design issues as they are often different and they are even occasionally in conflict with one and other (Denormalization as an example).
