Yeah I was able to solve the problem by making some changes in the registry
and using an MS App that had an ole server.

Hopefully you're running MS Office 97. There's an app that comes
with it Microsoft Photo Editor 3.0. Use the following steps to associate
the three image types with this program.

Run regedit

find .bmp Set it's default to "MSPhotoEd.3"

do the same for .gif and jpg

If you had to install Photo Editor, run it once so the ole classes will
register.

I've tested this on both a windows 98 and NT machine and it worked fine.
