I think that the value of the CD comes from having it in a convenient format (convenient to some, I prefer the internet for my storage medium). How is this any different than conference organizations using freeware or shareware compilationa as one of the incentives for going to the conference? My utilities have been distributed on conference CDs, and I didn't get a cut of the conference profit?

As long as any documentation for the CD notes that the content contained can be acquired for free online, I see absolutely no problem with selling a CD that compiles all of the content and files from the UT. Some might see it as a valuable resource. I don't think its unethical at all.
