In general, it is a good practice to have a tag on deleted() records.. There are times when this rule, like any rule, should be left at the door...

I've seen numbers showing the exact same query times with and without a deleted tag, one query reporting partial and one full optimization. The good practice is to check your query times and optimize your indexes for speed, rather than relying on SYS(3054).
