I am not sure if you can accomplish that, but more importantly perhaps, is should you?

Tooltips are a windows convention that includes the mouse being over the control. Changing that behavior could confuse more than it clarifies.

As an alternative, have you considered putting the information on the status bar for the form?

The property for visible controls, 'StatusBarText' will place info on the status bar when the control has focus, maybe this would work instead?

Again, I don't know an answer to the tooltip question, but I thought I might suggest this alternative.
