Just a suggestion: Now that the Chatter section is optional, set it up so that it defaults to "off" for new users. I think the content here is normally pretty good - there shouldn't be any reason to scare people off because of the discussions in the chatter section. They have their place and can be pretty useful. Yeah, some people may get all worked up over things but I'd leave it up to the individual to decide when they've had enough. As long a "questionable" threads are in (or are moved to) the Chatter section, where they can be easily ignored, I think that should be enough.

If you decide that you must delete certain threads, at least provide guidelines that will be followed as to when/why a thread will be deleted - and make it conditional that they agree to them before joining the UT. Then if the person who's post is deleted complains, you can just point them to the doc. that they agreed to.
