AFAIK, Microsoft hasn't offered dev tools for Unix since Fox 2.6

As for other tools, here: http://www.infoworld.com/cgi-bin/displayStory.pl?990927.hninprise.htm is an article about delphi for linux.

Also SGI has a Java IDE called Jessie for linux. http://oss.sgi.com/projects/jessie/
