In the last version of Promatrix that I used, 5.0c/6.0, they were still using the built-in menu editor, with its MNX format, and Genmenux. This meant that, although you could define security properties for the menus, if you needed to move a menu bar or pad (or worse, an entire branch), you had to delete it and recreate it, and the menu definitions were lost.

I have not used VPM for about a year, but their new product looks interesting, and I have been meaning to take a glance at it. Perhaps they have changed things since last I used it.
