The best solution IMHO is to use the PageRefresher class and one small mod to the Init of your lowest level PageFrame and you'll never, ever have to worry about this issue again. The class refreshes the page only when it is activated. It is available over on my website.

You won't have to put code in every page's activate as Mike suggests and you won't have to take the huge performance hit of Charlie's solution.
