What do you mean by "and modified cdx file to correct layout changes and indexes?" Did you reindex the table?

Is SET DELETED ON in the runtime?

Are there some deleted records?

Are you sure you accessing the same table in the runtime as you are in design time? (I.E. search for that file and make sure you don't have another copy of it.)

During runtime browsing the database stops at the old record count of 227 but shows the last record as being 227/281.
