Are you testing the .exe on a system OTHER THAN the one you developed it on? If so, then there are certain .dll files you need to copy along with your .exe in order for your program to run. Since you tried the READ EVENTS, and MODAL windowtype already, this is the only scenario I can think of that would still make your .exe not run properly.
