"Program too large", I believe refers to the size of the actual SPR, including comments and all. You can confirm this by checking the size of the generated SPR. The error doesn't occur until the SPR gets compiled, I believe.

If this is indeed the case, you may be able to survive by modifying GENSCRN and/or GENSCRNX to avoid putting such bulky automatic comments in front of every function and procedure.

Before embarking on this, try manually removing a bunch of comments from the SPR and seeing if you can then compile it.
