You must install the 128 bit version of the NT Service Packs and apply them - I believe that only systems connected via an ISP that will verify that the site is within the US or Canada can do this. If you want the browser to use 128 bit encryption, you need to get the 128 bit version of IE as well, which has the same restrictions on who can download it. AFAIK, all the versions on CD ship with the 40 bit encryption.
Once you install the 128 bit encryption, you have to make sure to download and apply 128 bit updates/SPs to keep 128 bit encryption. If you upgrade to the 128 bit encryption and subsequently apply an SP that updates security components, if you try to apply a 40 bit update, you'll be warned once, and if you proceed, the system will revert to 40 bit operations.
