IE5 (16-bit) on NT 3.51... I think this is controlled by the "Fonts..." button on the "General" page of "Internet Options". Mine is set to Times New Roman for Web Page font, and Courier New for Plain Text font.

I don't know what the default is for a fresh browser install; I may have set my Web Page font to something other than the default in my IE 3.x days, and that setting has bee maintained through various upgrades.
