Nope. RelativeRow = 0 if the record in not in the visible portion of the grid or if the grid does not have focus. RelativeRow > 0 tells you that the current record is in the visible portion of the grid (when the grid has focus). It will not give you any information about the relative position (above or below) in the visible portion of the grid.
