Jeremy, I have a solution to your problem in the way I think you want to solve it.

My solution allows you to programmaticly control the printer from foxpro. Meaning you can pause and unpause the printer. Also, you can control each job in the print queue (pause, resume, restart and cancel).

Its a part of a complete printer control package for FoxPro I have been working on. Its almost ready. If you are interested, I will email you when it is ready.
