Craig's right - best not to do that, and in general VSS won't allow it. However, in certain circumstances, it will allow two developers to go after the same file. This can be a real problem if they make extensive changes before realizing it.
I'm not exactly sure why this happens but running the analyzer utility seems to keep this under control. You should plan on doing this on a regular basis regardless.
