The wording was as follows:

We have had problems using both ActiveBar 1.x and 2.x in VFP. We tried
getting ActiveBar 1.x to work in VFP but even after adding hundreds of lines
of code specifically to handle this environment we still encountered
problems. This was our primary reason for deciding early in the development
process that VFP would not be supported in ActiveBar 2.x. We will fix any
problems that are reproducible in VC or VB but we will not be adding code
specifically for VFP.
